Charlene Dukes joined the CareFirst of Maryland, Inc. (CFMI) Board in January 2016. She was also elected to the CareFirst, Inc. (CFI) Board effective January 1, 2021 and was elected Chair of the CFI Board effective January 1, 2022.

Dr. Dukes is founder and principal of The Dukes Group LLC and president emerita of Prince George’s Community College (PGCC) in Largo, Maryland. She recently served as Co-Chair of Path Forward, a taskforce dedicated to ensuring a stronger Prince George's County post COVID. She is the immediate past president of the Meyer Foundation. From 2007 through May 2015, she was a member of the Maryland State Board of Education and from 2012 through May 2015, she led the Board as president. Dr. Dukes is a recipient of the Dr. Reginald Wilson Leadership Diversity Leadership Award presented by the American Council on Education, the National Black Women in Business Award presented by the Network Journal, and the Living Legacy Award presented by the Association for the Study of African Life and History (ASALAH). In 2011, 2013, 2015, and 2017, she was recognized by the Washingtonian as one of the 100 most powerful women in the metropolitan area, and she is an inductee in the Maryland’s Women Hall of Fame.

Dr. Dukes holds a Bachelor of Science degree in Secondary Education with an English concentration from Indiana University of Pennsylvania and a master’s and doctorate in Administrative and Policy Studies from the University of Pittsburgh.
