CareFirst Announces New Executive Vice President and General Counsel

Randolph Sergent to lead corporate governance, public policy and government affairs

Baltimore/Washington, D.C. – Today, CareFirst BlueCross BlueShield (CareFirst), one of the country's largest not-for-profit healthcare organizations, named Randolph (Randy) Sergent to the role of Executive Vice President, General Counsel & Corporate Secretary. Sergent, a 14-year veteran of CareFirst's legal team, succeeds Meryl Burgin, who is retiring after a 34-year career with the organization. 

In this role, Sergent will be responsible for overseeing and guiding CareFirst’s legal and public policy strategies, ensuring compliance with regulatory requirements. He will also support the CareFirst Board of Directors in fulfilling fiduciary responsibilities and advising on legal posture and interests for CareFirst.

Prior to joining CareFirst, Sergent was a partner at Venable, LLP, and he has also served in the Maryland Attorney General’s Office as Deputy Counsel to the Maryland Insurance Commissioner and as Assistant Attorney General in Civil Litigation Division.

In addition to his professional work, Sergent displays a fervent commitment to community service, policy advocacy and mentoring future industry leaders.  

As an extension of his role with CareFirst, he serves in roles that advance our efforts to better the health and wellness of all people. Sergent serves as Chair of the Maryland Healthcare Commission, a position appointed by the Governor, with the advice and consent of the Senate. In this role, Sergent has championed efforts to build consensus among consumers, providers, payers and other stakeholders on meaningful solutions to benefit all Maryland residents. Additionally, he is a member of the Ethics Committee of the Maryland State Bar Association (MSBA) and has served as Chair of the MSBA’s Health Law Section.
