How Policymakers Can Enable Value-Based Care

Healthcare nationally and in our region is in desperate need of transformation. Costs are too high. Quality lags. Access and outcomes vary widely based on factors like race and income. The COVID-19 pandemic has only exacerbated these challenges and made the need for change more urgent than ever.

During this crisis, CareFirst is taking steps to partner with local hospitals and doctors to offer value-based care programs. Rather than being paid on the volume of services provided, providers are instead rewarded for improving quality and health outcomes and helping patients stay healthy. Value-based care improves quality, accessibility and affordability for those we serve. It encourages a holistic, person-focused approach to healthcare, with an emphasis on prevention and quality. We recommend several ways for policymakers to encourage the transition from a volume-based to value-based system that puts patients’ needs first.
