Angela Celestin Biography

Angela Celestin is the Executive Vice President and Chief Human Resources Officer of CareFirst BlueCross BlueShield (CareFirst), one of the nation’s largest not-for-profit healthcare organizations. Since joining CareFirst in 2019, Angela has led with a people-first philosophy, shaping the employee experience and driving progressive, enterprise-wide human resources strategies that support organizational transformation.
Angela oversees Human Resources, Organizational Development and Real Estate, and champions equity, inclusion and belonging across a workforce of more than 9,000 employees and contractors. Angela’s deeply personal and authentic leadership style fosters a culture of curiosity, purpose and impact.
With more than 30 years of experience, Angela has held senior roles in human capital strategy across industries, including consumer products and financial services. Her career includes tenures at Pepsi, Citi and OneMain Financial, where she led complex organizational change, labor negotiations and cultural transformation initiatives.
Angela is a passionate advocate for aligning talent strategy with business performance while improving employee experience. She partners closely with CareFirst’s Community Health and Social Impact team to extend the organization’s mission beyond the workplace and into the communities it serves.
A native of New York, Angela earned a Bachelor of Science in Industrial and Labor Relations from Cornell University. She is committed to civic engagement and serves on the board of Port Discovery Children’s Museum and as Board Chair-Elect and Chair of the Governance Committee for United Way of Central Maryland.
