Randolph (Randy) Sergent is the Executive Vice President, General Counsel and Corporate Secretary of CareFirst BlueCross BlueShield (CareFirst), one of the nation's largest not-for-profit healthcare organizations. In this position, Randy directs the Corporate Governance, Public Policy and Government Affairs teams and supports the Board of Directors in corporate governance matters as its Corporate Secretary. He oversees the development and implementation of CareFirst's legal and public policy strategies and provides expert strategic insights on legal and policy issues, enabling CareFirst's mission of advancing access to affordable, equitable and quality healthcare for the communities that CareFirst serves.

Randy joined the company in 2010 as Senior Director & Assistant General Counsel and was promoted to Vice President & Deputy General Counsel in 2013. As Vice President, Randy managed CareFirst's Office of Corporate Counsel, negotiated with critical vendors and regulators and provided corporate leadership in areas ranging from interdivisional coordination to strategic investments, including CareFirst's expansion into the Medicare Advantage and Medicaid programs. As Assistant General Counsel, he held key leadership roles in the implementation of the Affordable Care Act and working with CareFirst's regulators. Randy was appointed to the position as Executive Vice President, General Counsel and Corporate Secretary in July 2024.

Prior to joining CareFirst, Randy counseled and represented both public and private clients in healthcare, insurance and other commercial cases. He was a litigation partner at Venable LLP prior to 2010 and served as an Assistant Attorney General in Maryland for more than four years, including service as Deputy Counsel to the Maryland Insurance Commissioner.

Randy is passionate about serving the community and promoting an efficient and effective healthcare system, commitments CareFirst shares through our not-for-profit mission. Randy is the Chair of the Maryland Health Care Commission and has served as a Commissioner since 2016, a position appointed by the Governor with the advice and consent of the Maryland Senate. In this role, Randy seeks to increase understanding and communication between consumers, providers, payers and other healthcare stakeholders to improve health and healthcare for all Marylanders. Randy has been a strong supporter of attorney professionalism, serving in numerous positions with the Maryland State Bar Association (MSBA), including the Board of Governors, Executive Committee and Chair of the Budget & Finance and Ethics Committees and Health Law Section. Randy is also an American Law Institute Fellow and an active Association of Corporate Counsel member.

Outside of the legal profession, Randy served on the Board of the Howard County Conservancy for over ten years, including as President and Board Chair from 2018 to 2019. In this role, he supported the organization's work to preserve land, model responsible stewardship of the environment and educate children and adults about the natural world.

Randy has a Juris Doctor and a Bachelor of Science degree in Electrical Engineering from the University of Virginia, a Master of Science degree in Electrical Engineering from the University of Maryland and an Executive Master of Business Administration degree from the Quantic School of Business & Technology. He resides near Columbia, Maryland.
